Why Organize PDF Pages?
PDFs don't always come out in the right order. Common situations where you need to reorganize pages include:
- Scanning issues — you scanned a document and the pages came through in the wrong order, or some pages got picked up twice
- Merged documents — after merging several PDFs, some sections are in the wrong sequence
- Cover pages and appendices — you need to move a cover page to the front or an appendix to the end after assembly
- Removing blank pages — scanners often produce blank pages between documents that need to be stripped out
- Removing confidential sections — you need to remove specific pages before sharing a document externally
- Chapter reordering — rearranging sections in a report or proposal after review

Understanding the Page Organization Interface
Thumbnail Previews
When you upload a PDF to the Organize tool, the server generates a small preview image for each page. This thumbnail rendering uses the actual PDF rendering engine, so the previews accurately reflect the content and orientation of each page — including any images, diagrams, or complex layouts.
For large PDFs, thumbnail generation takes a few seconds per page. The thumbnails load progressively so you can start reviewing the earlier pages while the rest are being generated.
Moving Pages
Use the up (↑) and down (↓) arrow buttons next to each thumbnail to move a page one position earlier or later. To move a page several positions, click the arrow multiple times. The live preview updates immediately so you can see the new order as you build it.
Deleting Pages
Clicking the × delete button on a thumbnail marks the page for deletion. The page is visually dimmed but not permanently removed until you click "Apply Order". This allows you to review your selection before committing. To undelete a page, click the restore button that appears when a page is marked for deletion.
Common Use Cases in Detail
Removing Blank Scanning Pages
Duplex (double-sided) scanning often produces blank pages when one side of a sheet is empty. In a 10-page double-sided scan, you might get 20 pages — the 10 content pages plus 10 blank backs. The Organize tool lets you scroll through all thumbnails, identify the blank pages at a glance, mark them all for deletion, and apply the changes in one operation.
Fixing Shuffled Scans
If physical pages were accidentally shuffled before scanning — common with large documents or after dropping a stack of papers — the resulting PDF has the pages in random order. Use the thumbnail view to identify the correct sequence and use the arrow buttons to move each page into place.
Preparing a Document for External Sharing
Before sharing a multi-section report or proposal, you may need to remove internal pages (budget sections, internal notes, draft comments) that should not go to external recipients. Rather than redacting or editing these pages, simply delete them using the Organize tool to create a clean external version — while keeping the original unchanged.
Reordering After Merging
After merging multiple PDF files with the Merge tool, the page order reflects the file upload order. If you later realize the sections need to be rearranged, use the Organize tool on the merged result to put pages in the correct final sequence without re-merging from scratch.
Combine with Other Tools
The Organize tool is most powerful as part of a document workflow:
- Use Merge PDF to combine documents from multiple sources, then Organize to fix the resulting page order
- Use Rotate PDF to fix sideways pages, then Organize to remove any blank pages that were produced during scanning
- Use OCR after organizing to make the final document fully searchable
- Use Compress PDF after organizing to reduce the file size for sharing
- Use Watermark PDF on the organized document before distributing
Frequently Asked Questions
Is there a page limit for the Organize tool?
No hard limit on the number of pages. However, very large PDFs (200+ pages) may take a few minutes for thumbnail generation. The tool will display thumbnails as they are generated.
Can I reorder pages within a password-protected PDF?
You need to unlock the PDF first, then use the Organize tool. Our Unlock tool can remove password restrictions if you have the correct password.
Does reordering affect bookmarks or links?
Internal links that reference specific page numbers (e.g., "go to page 5") may become incorrect after reordering, because "page 5" now refers to a different page. Bookmarks (named destinations) are preserved if they reference named anchors, but page-number-based bookmarks will point to the wrong pages. For documents with extensive internal linking, test the result after organizing.
